Summary


The Town of Bridgewater comprises 23.84 square miles in southern Oneida County and borders the Towns of Sangerfield, Marshall, and Paris. Bridgewater also shares a border with Madison, Otsego, and Herkimer Counties. The Village of Bridgewater dissolved in 2014 and is now a hamlet within the Town. The project area is located at the crossroads of US Route 20 and NYS Route 8, a crossroads hamlet serving as the Town’s population center and hub of

Services.


According to the 2020 U.S. Census Redistricting Data, the Town is home to 1,507 people across 626 households. Per the 2019 U.S. Census ACS 5-year Estimates, 24.1% of the population is under the age of 18 while 14.3% is over the age of 65.


Bridgewater is currently working toward increasing the walkability of its core downtown area. The Town’s 2019 Comprehensive Plan and recent updates to its zoning code inform and create the basis for the present vision. Central to the Town’s planned improvements is the redesign of existing public space, anchored by the Village Christmas Tree, as a year-round central gathering space. Redesign to include landscaping elements, public space amenities, additional seating, and a customized clocktower to serve as the centerpiece of the newly developed space.


The Town currently has conceptual designs for activating the existing Western Star Park, a public gathering space at the south-east corner of NYS 8 and US 20. The designs were a direct result of the Town’s participation in the Oneida County Main Street Program.


The Town of Bridgewater is seeking a contractor to provide all labor, material, supervision, equipment, construction staking, professional surveying, permitting, engineering, additional detailed design work, and other incidentals required to construct the park as envisioned by the Town. Submitted proposals should reflect the applicant’s ability to take the existing conceptual design to be a fully constructed amenity in the center of the Town.

Project Vision

Project Vision


The proposed Western Star Park is a revamped public gathering space at NYS Route 8 and US Route 20. The improvements will build off an existing town asset, an existing Christmas tree, which will serve as a focal point for seasonal community events and will remain at the center of the reimagined space. The park will be adorned with low maintenance shrubs to the ring of the tree. A town “Welcome” sign will be erected and a historic site marker will be relocated on the current site. A free standing clock in town colors (blue and yellow) will be a prominent feature which will also include decorative pavement. Brick pavers (provided by the town) will be repurposed from a historic bookstore to make a seat wall completely surrounding the clock. Flower plantings (perennials) will be incorporated around the clock, as well. New concrete sidewalks will outline the park space. A privacy fence will create a border at the southernmost side of the park. These elements will create a cohesive central community asset for the Town.

Scope of Work

Scope of Work

This project will consist of two phases. Phase one will be the development of a construction-ready design and technical specifications. Phase two will consist of any/all required aspects of site preparation and construction to reflect the conceptual design of the project and all aforementioned construction-ready documents.

Phase 1: Construction-Ready Design

  • Provide technical expertise and meet with local municipal officials and other relevant parties, as needed, to progress project from the conceptual planning phase to implementation-ready project

  • Transition conceptual plans to build-ready documents to include:  
    • Specification package
      • Develop an inventory of construction materials necessary to complete project, including: quantities of materials, material dimensions, and necessary descriptive information
      • Detail of all project components requiring specialized materials, and/or technical expertise for installation
    • Engineering and survey drawings as needed
      • Accurately map/show all topographic survey, property lines, utilities, and easements

Phase 2: Site Preparation and Construction 

  • Consists of any/all required aspects of site preparation and construction
  • Construction and site preparation activities will be based on construction-ready documents produced in Phase 1
  • Upon finalizing Phase 2, the project will reflect the conceptual design as envisioned by the Town

At the time of bid submission, each bidder will be presumed to have visited the site/ read and to be thoroughly familiar with the specifications and requirements (including all addenda). The failure or omission of any bidder to examine any form, instrument, or document shall in no way relieve any bidder from any obligation in respect to his bid.

All Bids and any accompanying letters, forms, samples, pictures, catalogs, or any other pertinent material that accompanies the bid becomes the property of the Town of Bridgewater and will not be returned to the bidder unless an agreement in writing is secured before the bid is submitted to the town. Proposal Questions Procedure


The following categories contain detailed requirements for all bid packages:


Budget

Detailed budget for design services of the park must be included. The budget should provide details for each component of the project, including producing final construction drawings for the pocket park. Provide data sources and copies of sources used to arrive at cost estimates.


Bidder’s Qualifications

Vendor must demonstrate using a method at their discretion and to the satisfaction of the Town of Bridgewater that he/she has adequate equipment, personnel, experience and understanding of the specifications to perform service under the contract. No contract will be awarded to any bidder who, in the opinion of the town, is not qualified to perform satisfactorily.




Project Schedule


Vendor must provide a detailed project timeline to include a project start and end date, important project milestones, and a detailed breakdown of project task length and cost. Proposed project schedules are required to include a project end date of no later than June 31, 2026.
